Because Hk is fucking stupid and has to make all this proprietary garbage. The 4.6 is a shitty round anyway. The smallest you can go and still be effective is the 5.7. I own an FN five seven pistol and I rather love the gun because you have the ability to group a lot of rounds in a small area in a hurry under stress. Who cares how much stopping power 1 shot has.

forgive me if im wrong but isn't the 4.6mm close in diameter to a 17hmr?and if so why not just built it in that caliber instead of creating a new one?

welcome to bureaucracy. Wont happen until something bad happens and mp5 and 10 are shown one of the reasons. P90 was designed to replace standard Pistol arms, while they can penetrate body armour this would be a much better choice
