it's not a matter of technology, it's a question of how strong your powersource is and how effective it is, the 2nd DS only needed 3 minutes to reset because it had a recently aquired powercrystal...I just checked wookipedia.

according to wookipedia: "Blasts with the power to destroy naval vessels could be fired roughly once every minute, while planet-destroying blasts could only be fired once per day" the second one only took 3 minutes.
