I think you mean Visual Kei, which is a special style, it's kinda like the glam rock look, but it's a bit more feminine in a way. It is a japanese phenomenon, beautiful make up etc. etc. Most Visual Kei bands play rock/metal, I've heard there are a few Visual Kei bands that don't play rock/metal, can't name any though. X Japan may have been the most known of this movement.
